One may be able to migrate and permanently live in Australia if they are a permanent resident in Australia, an eligible New Zealand citizen, or in a relationship with an Australian citizen. This relationship should be one of the following:

It may also be considered when the Australian citizen, the sponsor or spouse, was granted a Protection visa or a permanent visa under the humanitarian program.
Stages for Prospective Spouse Visa: For Fiancé (e) Relationship
1. Granting of a Prospective Marriage Visa. This visa would only be valid for 9 months where the applicant must be able to enter Australia and marry their sponsor. The marriage can take place either in or outside Australia. It is required that the applicant and the sponsor have already met physically and know each other personally.
2. Application for Spouse Visa. After the marriage, the stages of applying for a Partner Visa will be followed. The applicant should demonstrate that they intend to live together after the marriage and be in a genuine relationship.
Stages for Interdependency Visa: For Same Sex Partners
1. 1-Year Relationship Requirement. The applicant must be able to show evidences that there has been an independent relationship between him/her and the sponsor for 12 months immediately prior to the date of the application. The relationship should be genuine and continuing, the partners should live together on a permanent basis.
2. Application for Permanent Visa. This generally follows the stages of the Partner Visa, and follows other guidelines and requirements to show mutual commitment to a shared life together.
